Underground gas line under portable spa?


Can a sleeved, vented and sealed gas line, 18" under ground, run under a portable spa?

I am having a gas line ran in the backyard for a future bbq. Of course the spa will is between the gas meter and where the bbq will go. The plumber wants to run the gas line straight from the gas meter to the bbq, which will go directly under where the portable spa will lay.

I told him that according the electrian, no underground eletrical line can be within 5 feet of the spa, but he said that does not apply to gas lines. Is this true?
