? Under water adhesive/cement recommendation ?

Was wondering if anyone could suggest an adhesive/cement for tile going underwater (pool).? The pool store stuff does not work well ... The tile falls off after 2 hrs .... I do ensure that the surface is cleaned before applying and I make sure that no water freezes at that level

Have used some for showers and plumbing repairs and was wondering if they might work?

Thanks,

Bill
