Who set it up this way?
Sounds more like home owner saving money by buying lowest price pump possible and now you have little to no water.

Suggest putting another pressure tank in your house.

If you install a booster pump after the original pressure tank then you will need another pressure tank after the booster pump anyway.

Note that it is possible to overdraw the well in terms of gallons per minute. Another pressure tank with or without a booster pump will allow more water to be stored ready for use before the pump kicks on, and can let a well with a lower gallons per minute rating refill the system at a slower rate with fewer experiences of low pressure.
