That valve is on the purveyor's side of the meter. The meter cap shows me that. Dig down a bit as Piney suggests. Closest 1/4 turn (it will be be clockwise) will shut it off.

The water line itself is just below the dirt level. Expose it and turn the valve clockwise so that the key on the valve crosses the line, just like in the first picture you posted.

Also, as magic suggested, drop your meter key from about 4"-6" on the top of the valve to help free it.
