Tub: Faucet handle part stuck on stem

Hello,
I am not sure how to describe this correctly. I was trying to replace the faucet handle and it broke off. I can't get the new one on it since there is a part from the old one stuck on the stem. I can't remove it. I have tried PB Blaster but this won't budge.

Since I am not able to describe this clearly, I am attaching a picture. Please let me know if anybody has any ideas.

This is a delta faucet.

Thanks.

I wouldn't waste much time with it. If it won't budge, unscrew the thing underneath the handle and get a new ball for it too. Less than 10 bucks and it'll save a lot of hassle. Get new springs and seats while you're at it, you'll have a brand new valve

Thanks the_man. This is uncharted territory for me so am not sure if I follow exactly. You do make it sound easy

So I take the plate off and then it should be apparent what needs to be done?

Thanks

not the plate, the round piece thats on top of everything after the handle. turn the water off first!! that round piece holds in the ball and a plastic piece that sits on top of the ball. http://411plumb.com/how-to-rebuild-a...-handle-faucet theres a pic of a kitchen faucet. couldn't find a shower valve pic, but its all the same except for the spout in the middle watch the valve body (behind the ring you're turning) and make sure it all doesn't start to move. if it breaks off, you'll have to install a new valve

Remove screws, then remove cover plate.
Then gently, carefully remove the mounting ring.
