Tub drain won't stay up

I have a tub that has a drain cover that twirls and usually will stay up to let water drain. This one goes around and around and then falls down. I looked for a set screw because another one in the house had that, but there is none. I also read somewhere on the internet that by lifting it part way and turning it counter clockwise it would unscrew, but it did not, just kept going around, either way. Any ideas, short of keeping something under it to hold it up when the tub drains?
