Trouble getting tank straight with new spud washer

I'm rebuilding an old toilet with 3 bolts holding down the tank. The problem is, with these toilets my tank tends to tilt after installing it over the new spud washer. No leaks, but the tilt, to the fron or side really bothers me. What am I doing wrong?

Thanks

Wrong washer, most likely. There are several shapes, get the one for your brand toilet.
