TOTO toilet 2 stage flush?

I have a house that was built in 2002. The two baths have TOTO brand toilets. They are 1.6 gal? I think? Anyway ever since I moved here, I always found it necessary to flush them twice (if anything other than taking a leak was in order). Well, the other day I wasn't sure one flushed so I pushed the handle down and held it for a minute. It was like a gully washer! I lifted the tank top off and flush it like always and noticed it stopped flushing after half the tank of water went in the bowl. If I hold the lever down longer, the entire tank full goes in and is much more effective. Is that the way these are designed? Thanks in advance.

Sure sounds like a duel flush toilet.
One for #1, a longer one for #2.

Yup, I bet the instructions are on a plastic label on the bottom side of the lid

I have ToTo toilets. Yes, two stage. Quick bump for liquids only, hold a bit longer for solids.
