Too many turns to turn on faucet valve
 
I have a bathroom faucet that needs 1 1/4 turns for the hot water valve to start flowing, but the cold has flow start at 1/4 turn. With another turn, the hot water valve gives good brisk flow. I have replaced the washer and it made no difference. I see no obvious difference between the hot and cold, so do not know why it is so "loose." It is rather mushy on turning off...water stops flowing about 1 full turn from feeling more snug. I have seen no other valve that behaves this way. It does not leak, or malfunction in any other way. What is causing this?

The washer (both old and new) may be the wrong kind for that faucet. (flat versus slant-sided.)

There may be residues partially clogging the passageway inside the faucet.
