Toilet Won't completely flush

My toilet won't flush all the way. Snaked the toilet. Cleaned the jets. Could there be a clog further down the line? Its the down stairs toilet. The 2 upstairs work fine. What do I do

Describe "won't flush all the way" in more detail and folks might be able to help better. Exactly what happens, step-by-step?

Basically when you flush everything looks normal. But the bowl won't empty all the water. It takes sometimes 4 or more flushes to get paper cleared.

Make sure the water level in the tank is correct, shorten your flapper chain for starters to ensure you are getting enough water through the bowl.

Use CLR or something in the water chamber to clean out mineral deposits from under the rim where the water comes out when you flush, Make sure all holes are opened so it creates the circular flushing power.

In order for a toilet to flush completely, the water level in the "bowl" needs to be at "maximum" level to start off with. Try this:

1. "SLOWLY" fill the bowl (not the tank) with water using a pitcher or bucket. The object is to have the water level in the bowl at the maximum possible level. Just keep pouring water SLOWLY until the water level does not rise any more.

2. Now fill a bucket with one gallon of water and QUICKLY dump the gallon of water into the bowl. The toilet should flush completely with a whoosh and most of the water in the bowl should be flushed out. There should only be a small amount of water left in the bottom of the bowl.

Just use one gallon of water for this test. Even 1/2 or 3/4 gallon water should be able to flush almost all of the water down the drain with a whoosh, provided that the water level in the "bowl" starts off at maximum possible level.

If this test works, then the path through the trap in your toilet and down the drain is clear. Now you can troubleshoot water coming down from the tank into the bowl. Also, look in your tank and insure that there is a small tubing that goes from the fill valve into the top of the overflow pipe. The water from this tubing is what fills the bowl to maximum level while the tank is filling.

Please note that if there is a pencil or pen stuck in your toilet's trap, toilet paper can get hung up on it and multiple flushes could eventually clear "most" of the hung up toilet paper (though usually it takes a toilet auger to clear the paper). Once all of the toilet paper is cleared from the pen, then flushing only water results in normal flushes. Flushing toilet paper again causes the paper to hang up on the pen and the problem to start all over again.
