toilet troubles

we bought this house about two years ago. all the work the previous owner did on the house is/was hacked at best. he redid the plumbing waste line and never hooked the stink pipe back up. also, i feel he didn't put an appropriate angle on the pipe. anyway, the toilet will not flush correctly about 75% of the time. when we first moved in the toilet flushed fine and progressively got worse over time. i believe it has to do with a lack of stink pipe, but all the other sinks and the tub drains fine. any ideas?

There should be a drain line slope of 1/4" per linear foot toward the sewer/septic system.
A toilet has its own built-in trap, and the drain line has to be vented a few feet from the toilet with a vent stack through the roof. A toilet drain line and stack should either be 3" or 4".
It will never work right without a vent.
Sounds like it needs a replumb job.

If the toilet worked fine before and is getting worse over time it is not a venting problem. Either the drain is getting clogged or it is an issue with the toilet itself,
