Toilet problems

I am having a few problems with my toilet and hoping someone can help.
Sometimes the bowl does not fill all the way. And sometimes it does not flush unless you hold down the handle.
Not sure if these problems are related or not.
Thanks alot

The flapper in the tank isn't staying up. If you remove the lid, you'll see the flapper isn't lifting as high as it should. Shorten the chain from the handle to the flapper so there's a small amount of slack and flush the toilet. The flapper should stay up and the water in the bowl should all go down the drain.
You might need to try different settings until it functions correctly.

I've gotten the flapper to stay up. But now the bowl still doesn't fill all the way still.

There should be a small hose that goes into the filler tube in the tank. Is it there? Is it going into the filler tube?
