Toilet problem

Okay looking for some advice before I just end up having to buy a new toilet.

Toilet is 20 years old and I just recently replaced all of the parts inside the tank. Doing this didn't solve the problem so I only have a few more things to try.

What happens: The toilet flushes but seems to run out of steam and doesn't properly discard what's in the bowl. Normally a bunch of shredded toilet paper returns to the bowl after the flush is complete.

I attempted to run a cheap auger down and it didn't help but I'm not sure it did a whole lot of good. Next thing I'm going to try is to run a garden hose down the vent pipe and see what that accomplishes.

Any suggestions before my wife kills me?

Did you make sure that the little holes under the rim and the smaller one at the bottom, siphon jet, are clean and clear?

It should be located where the little brush head is.
