Toilet Not Getting Water To Fill Up

A toilet upstairs in my house was slowly leaking down and filling up with water. The flapper appears tight and not the cause. I turned off the water supply to drain the tank in preparation to replace the fill valve, replaced the fill valve with no issues, but the water supply will not deliver water since. Any advice?

Have you replaced the shut off valve yet? Sounds like it broke in the 'off' position.

No, I haven't...I'll start looking for good directions on the forum and internet. In your opinion, easy enough task or let a pro do it?

Need more infro--Is house piped in copper?

If so is the valve soldered on or held with a nut?
