Toilet is not Flushing

New tenant just called on the first day of move-in that both toilets in the house are not flushing. Water do not go down on the toilets. We turned off water with the city for 8 months prior to today so today's the first day that the toilets have been flushed (or attempted to be flushed) in 8 months. They were not clogged or backed up before we moved 8 months ago.

Any idea why?

Thanks.

My friend had tenants that poured cement down the toilets when they moved out. Could that have happened?

The chain on the flush lever is connected to the flapper inside the tank and the water is turned on and there is water in the tank. When you flush what happens?

Tenant says water goes up in the toilet and overflows but does not flush (does not go down).

A plumber came earlier and wanted to charge $150 per toilet to repair the bottom part and replace flapper inside the tank. I just want to make sure that he is being honest about the situation since we are not there to look at it ourselves.

Not sure what the "bottom part" of the toilet is, but flappers are about 3 bucks.

I think it's the gasket at the bottom of the toilet.

Did you try a plunger or toilet auger?
Get a better description from your plumber. I don't see any reason to repair a toilet when it's backed up. A flapper lets water into the toilet- a blockage keeps it from going out.
You say there's 2 toilets? Are they back to back or on a common drain line?
