Toilet issues

I have a toilet that is doing strange things. #1: if you push the flush lever down all the way, the flapper remains up and the toilet runs. You can't even jiggle the handle to get it to drop; you have to remove the lid and manually drop it into place. #2: With every flush, the toilet bowl fills and empties twice.
The flapper was replaced about a month ago.
Does anyone have any advice?

Replace the flapper again, with the Fluidmaster adjustable flapper. It can be adjusted to let out just the right amount of water for a full flush. Cost, about $6.

You need to readjust the length of the chain between the handle and the flapper, it's too short. It's a trial and error procedure. You might need to work your way to the correct length. Too long and it won't stay up. Too short and it won't go down.
