toilet flushes slowly

Have a toilet in one of the bathrooms that flushes slowly. The water empties fine from the tank but then does a weak swirl in the bowl and takes several flushes to clear the bowl of anything. I plunged and did use an auger. When I plunged, the water wouldn't rush out but after a handful of plunges, the water would be mostly out of the bowl. With the auger, it seemed at times I would hit a solid blockage and other times it would go right through. Wasn't sure if maybe i was just getting stuck in a tube or if I was actually hitting an object. With the auger all of the way in, the toilet flushes fine, but once it is pulled out, the toilet goes back to not flushing properly. Toilet doesn't overflow at all.
