Toilet flush....maybe

I have a toilet, an American Standard Cadet 2 ,which does not alway empty thus requiring a second flush. This happens about 3 out of 5 times. Any body have any suggestions as to what is wrong ?

Could be as simple as toilet design. This is not a super low volume, but still lower than the old 5-7 gallon. I suggest you try and raise the water level a tad and see what happens.

I have a Kohler that I installed a year ago (think it's 1.7 gal.) and has the same issue, just had to raise the level about an inch.

One thing to check is the chain/strap that raises the flapper. It should have only enough slack to allow the flapper to seal. If it has too much, the flapper may not raise all the way when flushed and cause a "short flush". This means that the flapper is falling before most of the water has exited the tank.
