toilet flange installation


In the the process of installing a new toilet soil pipe, toilet flange and new ceramic floor tile in a bathroom. What height should the toilet flange be installed? Should the top of flange be flush with the finished floor (top of time) or should the flange be installed on top of the finished floor?
