Toilet Drain/Vent question

Is this an acceptable or functional layout for my toilet drain/vent system.
3 inch pipe goes straight down into san tee laid horizontal

Not where I work. Vent needs to be downstream from WC

so is it a code issue or will the toilet just not vent properly? or both? In my plumbing book it has a few different options, which of these two would you recommend?
1. put a wye fitting in the horizontal run (downstream side) of the san tee, venting back from the wye.
2. put a wye or san tee in the vertical drop between the toilet and the bend, venting back from, or would this be putting the vent on the upstream side again?

Can I still put a cleanout in the tee where I have the vertical drop from the toilet going into, using either of these two methods.
Thanks for any and all help
