Toilet & double flush


I have a standard Mansfield toilet, 160 tank. Today I replaced the flush valve with the exact Mansfield brand part.

Now the toilet flushes "twice". The water in the bowl flushes down, fills quickly and then flushes down again. In the tank it appears that the flush valve is staying up too long but there is nothing but the tank water holding it up.

It appears that the water in the tank does not get low enough to allow the flush valve to close but it is non adjustable, what is the problem here?
