Toilet doesn't flush good

Have to flush a couple of times or hold the handle down until paper goes down

Could be as simple a fix as a new flapper. Since you have to hold the trip lever down to get enough water for an adequate flush maybe the flapper is worn out.

Look at the chain/strap that connects the handle to the flapper. Take out all the slack you can, and still allow the flapper to seal. What often happens is the flapper doesn't get pulled up high enough and drops before a full flush is accomplished.
