Toilet Crud

Hello,

The last few years I've been recovering from life-threatening diseases and didn't notice a problem with the upstairs toilet. It has some black creeping crud coming up that won't clean off. It is hard and seems like hardened water deposits (?) though we have softened water.

What could it be and how to get rid of it? Never saw anything like it in my life!
Thanks.
