Just bought a new toilet. Its a one piece Jameco 1.6GPF/6LPF.

Immediately after we installed it we noticed it wasn't fully flushing and bubbles were coming out of the main hole at the bottom of the bowl (whatever that's called).

If we pour a bucket down the toilet it flushes properly.

What could this be?

How could we determine the problem?

Is it just a bad toilet?

Bad Toilet More Than Likely
 
If your previous toilet flushed properly without any bubbles floating up when flushing, then your new toilet wasn't molded right, which makes it a bad toilet. Bubbles usually mean that there isn't proper ventilation on that fixture. So either bad toilet, or vent is clogged. And when your pouring water down the bowl with a bucket, you're not forcing as much water down at one time compared to when you flush the john.
