Tiled seat in Shower leaking?
 
I could use any guidelines as to how to repair what we think is the tiled shower seat in the master bathroom shower.
It is leaking into the basement from between the membrane and the flooring.
From what I can see, there is wet water under the bottom of the bottom tile and the floor tile. These are big 12x12" type tiles.
Should there be caulking between the bottom tile and the floor pan tile?

Background: we purchased the house a month ago and it's 10 years old.
Had well water until 2 years ago. We found water pressure to be low, and the village came out to repair it and found the cap had never been taken off the pipes from their end. :) now we have pressure, and now the shower seems to leak by this seat. Any suggestions has to how it should have been installed would be nice.

the seat might not have the liner on,I've seen that kind of seat before.Send me some pict.of it.

There should not necessarily be caulking but at least there should be grout.
