will a plumber have this device? and what were the government regulations on this?

As a plumber myself, I wouldn't because I don't know what you're talking about
Got another name for that gizmo? It wouldn't be a T&P valve would it?

I have to agree with eplumber after 30 yrs I don't know if i have one either....more info is needed ...is it well lets wait and see how about a picture throw a dog a bone........

FYI Eplumber and Ben's Plumbing - the following website explains the function of the "thermal release device" on the new style water heaters (enclosed burner system)

On Rheem/Ruud/Richmond/GE, if glass vial breaks, you need a new tank.
Presumably, the new tank will come with one...
