Default Is there any such thing as....

a valve that you open, and it closes itself slowly, over the course of a minute or two?

For something that slow, you may need to go with a servo actuated valve. I'm sure a commercial/industrial plumber/HVAC person could probably get you a source. What are you making now?

Delta makes some slow closing faucets. They are commercial grade. The ones I've seen are adjustable for closing time (up to a point).

thanks! any idea how many gallons of water go through a 1/2" pipe in one minute at 40psi?

A 1/2" bore will discharge 47 GPM @ 40 PSI. The 40 PSI is measured at the bore, meaning there is no allowance for pressure loss in any of the piping leading to the discharge.
