tap turns water on when turning left or right?

I have a problem with a hot water tap and I don't think it is simply a washer replacement. The tap now has an unusual problem. I find it very hard to turn off. I can turn on the water by turning the tap to the right or left.

I still have to turn the tap right to turn it off but if I go too far the water comes back on.

What is the problem? Is it the valve seat?

Sounds like a delta/delex with a broken handle to me.

Yes, take off the H cap remove the screw pull off the handle do the same to C put the cold handle onto the hot and see if this fixes it, if it does replace both.

The stop on the cartridge may be broken off.
Replace the cartidge.
