Tankless water heater

I have an electric Titan tankless water heater that was not heating the water as fast as it should. The manufacturer replaced the water heater. The new water heater is not working at all now. Does any one know what could be wrong. The water heater is getting power. We are looking into what is wrong. The question is do electric tankless water heaters have to have cleaning and maintence done on regular bases?

All the installation/owner's manuals for tankless water heaters that I have seen do a pretty good job of explaining how the maintenance needs to be preformed, the recommended schedules and why it's important.

I would like to add that if the water heater was installed with the proper service valves the flushing process is very easy to perform if you have a small submersible pump, some short lengths of hose (rubber washing machine supply hoses work well), a couple gallons of white vinegar and a bucket.
