Well the saga continues....another expert wrong. So, all the french drain sayers may be right. I dug A LOT more today and was able to expose more of the pipe. Turns out to be bigger than I thought and perforated. I've attached some photos. My new theory is, the city laid a french drain which ran in the ditch along the main road and maybe runs down to the neighborhood pond. Still no one (city, neighborhood, etc) claiming ownership of this pipe but it's still flowing.

Interestingly enough, it seems the pipe has perforations cut in the top and on the sides. Is that normal in a french drain?

Hard to tell but the pipe is about 5-6" diameter and the holes are ever other groove (if that makes sense)
