Strange pipe in outdoor system

Our water system that comes in from the city and goes into the house has a side loop extension that goes into the garage. We think the previous owner put it in to feed into a water softener that used to be inside the garage. The softener is no longer there, and the inlet pipe, which comes from the city, is now joined to the outlet pipe, which goes to the house, by a flexible hose. The entire extension covers about 40 feet from the front of the house into the garage.

The strange thing is that there is a third pipe in between the inlet and outlet pipes. The third pipe is open at both ends, which rise up above the ground about three feet. If air is forced into one end, water comes out the other end, 40 feet away. The third pipe doesn't seem to be connected to the other two pipes in any way. So, I'm wondering if anyone has any ideas why the third pipe is there.

That sounds like an abandoned feed line---may be it was a leaker and replaced with a newer one---
