stool flushes to slow

We have a Kohler stool that flushes slowly about 9 times out of 10. The stool drain is a 3 inch pipe straight down to the basement. Drain hooks to the house drain directly below the stool, about 1 foot from the wall. Drain then exits basement to the septic tank( about 15 feet from the basement wall). the breather is a 4 inch pipe located about 1 foot from the basement wall, but is only about 10 inches above ground level. Breather is a 4 inch pipe with a cap that has a lot of 1/4 " holes.

The other stool across the house flushes properly and all the drains seem to work well. I have looked into the breather pipe and it is clear to the water flowing in the drain pipe.
There is also a second breather pipe outside the wall of the other bathroom, but it is a 2 inch pipe that goes up the side of the house to just under the roof overhang.

Have been told that the intermittent slow flushing is 1 of 3 things:

Poor vent (but the vent is open to the sewer line)
clogged pipe (I have opened the sewer clean out port in the basement and there does not appear to be any obstruction.)
obstruction inside the stool itself.

Should the vent be extended to the top of the roof?

Sounds like vent is not tied on correctly, you might need to call a plumber in to help fix this problem.

Fix it right the first time, so you won't have to fix it a 2nd time.

I would start by replacing the bowl first, it is by far the easiest thing to do. Kohler is really good about this, even though they advertise a 1 year warranty I have exchanged defective items beyond that point. There is a good chance there is a problem in the bowl and you just can't see it, it's happened before and will happen again.

Vents are extended through the top of the roof to keep the smell away from where people congregate.

It helps to know how old the toilet is and did this problem just start or has it always been that way?
Is it a two piece toilet?
Is it a lowboy toilet? They can be very water level sensitive. It could be as simple as not enough water in the tank, so check that.
It could be mineral deposit build up in the bowl. Test it with a 5 gallon bucket of water by pouring it into the bowl and see what happens. Does the toilet seem to "flush" now? Try it and report back.
