simple pex radiant question


When tying the pex to the wire remesh, i was told by a plumber friend to leave 1/4 inch slack(for expansion) in the zip tie. However that seem to make the job near impossible. Is his information correct? I have a hard time believing that the pex is going to be able to expand much at all in a concrete slab.
