shut off valves on cast iron radiators


I recently purchased a house which has cast iron radiators. I have a few in rooms which are unused (porch and garage). I want to turn these completely off. I turned the shut off valves all the way off, but there is still water coming through and heating the room. I was told that older valves won't close completely. Can I switch to newer valves which will stop all water flow. Thanks.

You can install new brass gate or ball valves.
