Shower leaking


Have a leaking shower. The water is cold to the touch, so replaced cold side seat and stem. Still leaking. Before I tear apart the hot side, would it make sense that cold water would be coming out if the hot water seat/stem etc is/are bad? Any thoughts appreciated!
