sewer "clean out"?


while raking near the sidewalk in front of the house,I came across a piece of "rebar" sticking out of the ground. this "rebar" is bent into a nice rounded handle. I was thinking this might be leftover trash from construction and thought I might "yank" it out, but then I considered that it might be a marker or something for the drain line and maybe I should just leave it alone. what do y'all think? would the builder do that?

Sounds like the handle for the cover of a concrete septic tank. My parents had something similar in their back yard.
