Secondary vent question

I just have a quick question. When a fixture is too far from the main stack and its not even possible to re-vent to tie into the main stack and you want just run a secondary vent through the roof do you need to install a whole new waste/vent stack from the basement and through the roof or do you just need just the vent part of that fixture to go through the roof and the drain installed to the main stack?

Secondary vent question

Make sure you increase the vent size when you penetrate the roof to 3 inch 12 inches below and above the roof to prevent frost closure in the northern states.
