Rough-in Costs?

I'm building a house that is just under 3000 square feet in size. This counts the garage. The house has 2 and a half baths, kitchen, wet bar in the master suite (near the master bath).
We have a plumber that says he'll do all the sub-slab plumbing (the rough-in) for $12,800. I'm curious if this sounds reasonable, or if I should be looking for another bid.
I don't mind paying this if it's reasonable, and I'm sure the guy is worth it. I just want to make sure that this doesn't sound way out of line.

always get another bid or 2 more. compare apples to apples.
ask what is included.

Sounds way out of line to me. Like, more than twice what it should be. You sure he didn't mean he'd do all plumbing, which includes rough-in?
