Roman Tub Faucet Handle Turned Wrong Way

A house guest turned my roman tub filler hot water handle 90 degrees the wrong direction. There is no water leaking and hopefully nothing broke, but now the hot water only turns on half way in the tub. I removed the metal handle and there is a plastic cylinder that sticks up through my tub deck. I turned the plastic cylinder by hand and it still only turns on half way (the water pressure is about half what it should be).

The plastic cartridge still turns a full 180 degrees but the turn now starts and ends at a different position than what it did before the house guest got a hold of it.

How do I fix this?
