whenever I flush the toliet or turn on hose outside I here a loud humming sound coming from water main in the front yard. I was told I most likely need to replace the pressure reducing valve. Is this something that is easy to do yourself. I got some quotes up to $300.

I think someone is talking about a Pressure reducing valve. If your water supply has pressure of over 80 pounds, this is a valve that is installed to lower the pressure to the fixtures inside the house. It should also have an adjusting screw/nut on the top that you may be able to turn and prevent the noise. Some people call the Pressure Relief Valve, which is on your water heater, a pressure release valve. This valve would not cause the noise you have.
If you have never made a mistake, you haven't done much.
