Replace outdoor cast soil stack with PVC/ABS

I am trying to find out if it is 1. Legal 2. Functional to replace my cast iron waste stack that is outside with a plastic one. Do I need to worry about the NE weather damaging it? I live in a three story rowhome in Philadelphia that I am renovating. I have decided that while I am renovating I should replace the pluming that goes to the stack and the stack itself to head off any problems.

Replace outdoor cast soil stack with PVC/ABS

Unless the cast iron stack has a problem, why would you replace it. It looks much more historically accurate than a PVC stack for a old row house. If you need to replace with PVC, I would find a way to get it inside the building or build an exterior chase.
