Is this a reoccurring clog in the toilet waste line?

I have a toilet that over the years frequently gets clogged and leaks around the base every time.

Is this a problem in the waste line under the toilet, backing up the water so the wax seal can't handle it? We've replaced the toilet, and here again it gets clogged and leaks around the base.

What would be the best fix if that is the case?

Sounds like it is in your waste line. I would snake it and camera it. If you are curious camera it first, then fix it, then camera it again. Are your lines buried under a slab, or is there a basement or crawl?

They are buried under a slab, I believe.
