Removing shower handles so I can replace washers

I Have a set of shower handles that I can't get off!

I popped the caps, removed the screws. The handles will go so far but will not come the rest of the way off.

This house was built in the early 70s, so the handles are from that era or late 60s.

There are three handles. Hot, cold and the one that changes from shower to tub.

I put the screws back in and leave them loose and use a gear puller.
They also sell a puller just for this in the plumbing tool dept. at Lowes and HD.
Once they break loose they will slide right off.
