Removing basement washroom rough-in
 
I am looking to build a home office in my basement and I have a washroom rough-in in the middle of the room. Any suggestions how to permantly seal off the drains so they are flush with the concrete floor? I have a 4" toilet drain and 2 X 2" drains.

Ideally, I would like to lay laminate flooring on top of the concrete (trying to stay way from building a sub-floor due to hight limitations).

Usually you just fill the drains with cement to abandon them. Make sure before you do this though that waste from somewhere else does not run through that same line or you will have one hell of a mess on your hands.
Or what I would do.
Call the building inspector and ask what you have to do to abandon the waste lines. Then have it inspected and the next time it's appraised for tax purposes your taxes should go down since you have one less bathroom.
