Reliant Shower Valve Leaking Hot Water

I have a camp in Maine and whenever I open it up in the spring rust from the well casing clogs something up. Usually it's the toilet ball seals but this year it was the hot water side of one of the showers. I replaced the temperature limit valve and did not find any thing to clean around the inlets on the manifold. It still leaks. Only the hot water side leaks, but it is a major flow not just a drip. Watching it, it seems to close when you pull the handle down. Am I correct to assume that it is the cartridge that shuts the flow off. Does the pressure balance manifold have anything to do with it. What should I be looking for that might be stuck open? Would love to have two old fashioned faucet valves and just let me mix my own water.
