Re-routing main water line (perpendicular to joists) near ductwork and gas line?


Currently my main water line comes into the house and runs along an exterior wall. We prevent frozen pipes by allowing the water to drip all winter long (not an ideal solution). I've just completed gutting my basement to prepare for interior drain tiles before finishing it again.

I'd like to re-route the water line through the interior, but it runs perpendicular to the joists. There is an existing bulkhead through which a duct runs, and on top of the duct is the gas line. (First of all, is this safe?) And secondly, provided that I put some of that pipe insulation around the new water line to prevent condensation, can I run the water line next to the gas line?

Running water near a gas line is not a problem at all.
