Question about point wells

Are point wells even installed anymore, or are they against code? We still have a point well at our house, and it may be starting to clog. A plumber just installed a jet pump for us, and he thinks it may be starting to clog or fail because of an occasional surging, when pump is running. Is there any sort of test(to see what's going on) or maintenance that can be done to help? The pump was primed, and tank was pressurized to 28 lbs. Thanks.
