Doing a reno on a ex-rental property, noticed this in the basement. What would of been the purpose of adding a half ass broken vent to the drain right before it goes into the ground and ties into the weeping/sewer system?

looks like it is a washer drain. Any water or power connections for laundry appliances close by?

Yup, that's a drain for a washing machine. Not a vent.

I'm gonna vote on condensate or w/m. Is the furnace close by, or clear tubing hanging from the ceiling?

Agreed, looks like a washer drain.

If you're not using it, you need to cap it. The basement at my wife's work smelled like sewage and she asked me to check it out before they called in a plumber. I found a drain that appeared to be an old AC condensate line but there was no water in the trap. I could put my hand over the pipe and feel air rushing up, and it smelled awful. Easy fix for a smelly problem.
