Price Phister - no riser nuts?

Installed a replacement faucet today (Price Pfister from a big box). I like to use the PEX type rise tubes from the stops up to the faucet instead of the braided flex connectors. Looked in the package for the brass nuts to connect the risers to the faucet stems. Nada Looked at the package contents and the nuts were not listed. They must assume that everyone uses the flex connectors. Luckily only a 10 minute drive to the hardware store.

Is this the trend to save 20 cents by not providing the brass nuts? Or is this the way Price Pfister meets the big boxes price point?

I couldn't comment on the lack of parts from big box since I don't buy from there, but I'm wouldn't be surprised if this is an attempt at exactly as you say.

Their market is price point, not quality.
