Presure balanced valve- can not direct water to shower 100%

I have a presure valve shower/tub which work fine except the water exit to the tub is not totaly stoped when I engage the lever on the water exit - how can I fix this - so water will be directed to the shower head 100%.

We give up, single lever, two knobs, what brand, deverter valve on the tub nozzle, no picture, ect.

If the diverter is the tub spout, replace it, that is the culprit. But keep in mind that the next one is likely made in china and will be as bad or worse.

The diverter valve or some part of it may be worn out, you need to disassemble it. If you are lucky it'lll be fixed when you put in a new gasket or washer or seal.
